Resumo: The study is based on an analysis of the legal documents behind Decree-Law nº 51/2019 (17 April), and the text of the legislation itself, whose purpose is to define the Portuguese Way of St James route in order to ‘safeguard, enhance and promote’ the pilgrimage in Portugal. This is the first piece of legislation designed to regulate the Way of St James certification procedure, prompted by public interest in the route and increased use of the ‘Caminho de Santiago Certified’ brand. The analysis assesses how the sharing of responsibilities with citizens and other public administration bodies to ensure an integrated, participatory view of heritage (as recommended in the Portuguese Programme for Government, 2019-2023) is reflected in Decree-Law 51/2019. The article concludes with a series of reflections on the instrumentalisation of law in the creation of these ‘alliances’ and the possible dangers of such a strategy.
