Resumo: Public administration in its three spheres of government has made use of different forms and/or models to make its administrative apparatus effective; in this sense, public management is especially important, as it focuses on the efficient management of public resources and administrative modernization. Despite the benefits of a change towards these ideals, very few municipalities in Mexico have the tools to do so. The results presented here are part of a broader research, whose objective is to contextualize a model or alternative for municipal administration -successful in other countries- that addresses the nation's most pressing problems, such as: poverty, inequality, lack of public policy planning, economic and social development, and scarce community participation in the public servant's agenda. A characterization study of the municipality of Puebla is presented and the problems related to the administration of material, human and financial resources of the municipal governments and their impact on the legitimacy crisis of the State are revealed. The need for administrative and social reforms at this level of government is substantiated, which in this research takes the form of a model of city management which, at present, has been implemented in the municipality of Puebla and, with the necessary adjustments, can be introduced in other municipalities.
