Resumo: The article presented summarizes research work based on the method of case study to determine the suitability of the externalized intervention of the Public Administrations through the Relational Administration. The purpose is the tutelage of the management of new companies to reduce the rate of business closures. According to the studies analyzed some 80% of companies fail in the first five years.The objective is to explain how the Public Administrations can increase the knowhow of the entrepreneurs and to strengthen them in the first years of company life, Once that management coherence has been increased it must become a strategic variable the use of which can augment the survival of the company.           From the cases examined we have noted that to create a company is a difficult bureaucratic task. The administration acts more bureaucratically than intelligently and tutelage should be externalized by the Public Administration. Generalized use of new information technologies should be made by all parties involved and that tutelage of entrepreneurs by professional is appropriate and that those who have failed in business prefer such tutoring to economic subsidies
