Resumo: Objective: Analyze, observe, create, propose, design and implement an international model management and marketing that promotes the recruitment, organization and development of congresses and conventions to optimize the tourism resources of the Office Convention in Mexico from the investigation of role model Tourism planning meetings in Congress and Convention of the City of Vienna, Austria. Methodology: The research instrument most widely used is the survey, Babbie (1988) mentions that there are three objectives that survey research can achieve and are as follows a) descriptive, b) Explanatory c) exploratory. Conclusions: This paper has demonstrated conclusively the potentialities and alternatives that exist to promote business tourism with greater impact and implementation of strategies and the latest models of quality as the Vienna model to convert Office Convention of Mexico successful cases the results to develop a proposal for a new design and parametric model designed with a comprehensive system of international quality management applicable, we allow a quantitative and qualitative development that this segment promotes the strengthening of the economies and the opportunity to provide leadership Tourism Meeting in Mexico.
