A Governança sonhada para o Turismo: uma analise sobre o voucher único de Barreirinhas (Maranhão, Brasil), a partir da visão dos empresários do setor turístico

Resumo: | The article analyzes the implementation of the management model known as the voucher único in the tourist destination of Barreirinhas, Maranhão (Brazil), from the perspective of tourism local entrepreneurs. The model was inspired by the one found in Bonito, Mato Grosso do Sul (MS, Brazil), considered an excellence Brazilian ecotourism destination. The theoretical framework was developed upon the concept of governance focused on tourism destinations. The study was qualitative and the data were collected in 10 semi-structured interviews with entrepreneurs and business managers linked to tourism activities. The results show few positive aspects of the model implementation. However, negative points prevail, such as: (a) Imposing strategy in the voucher implementation, (b) Lack of information regarding the use of the collected amount, (c) Business losses due to the responsibility of collecting from tourists the money related to the voucher, (d) Costly process for the inbound tour operators, (e) Poor control on the voucher charging, (f) Inequality of the system.
