Resumo: The main goal of this scientific research was to analyze the popular participation tools in the process of public policy elaboration in the Amazon by emphasizing the Proecotur (Program for the Development of the Ecotourism in the Legal Amazon), in the city of Belém, State of Pará. For this study, we researched the different popular participation practices which are being developed by that program, specifically in the communities of “Porto Pelé” and “Caruaru”, District of “Mosqueiro”. The results showed a low degree of popular participation in the public policy decisions for tourism. This result is mainly related to the difficult access to the educational system. Nowadays, in practice, we do not quantitatively observe significant conquests of socio-economical benefits despite the advances in the search for collective organization by the civil society.
