Resumo: In the theory of “complex sets” (Giotart and Balfet, 2007), tourism is presented as a set in which elements interact in a system, according to rules for obtaining phenomena generally predictable and identifiable by the dynamics of aggregation, defined as local rules, as the agents interact with agents technically closer. The article discusses the methods of organizational modelling (Costa, 1996; Machado, 2009) to the understanding of complex sets based on Tourism with hierarchical structures of authority, direction and control and aid and market structures, including networks and hybrid organizations, may be applied, where relevant, to museums and culture, understood as tourism’s involving in the Portuguese Tourism Public’s Policies Law (article 10 e) - Decree n.º 191/2009 published on the 17.08.2009). Assuming the autonomy and capacity for self-production of these organizations with relationships that reduce the complexity and suitability with the surrounding environment enabling resources, analogies between systems of power, clears up, also, under principles of action/reaction between systems, through Law’s observation applied methodologies, if the culture and museums interact with the Tourism as a system of power.
