Resumo: As institutional deficiencies in a territory inhibit the entrepreneurial activity of the resident population, this work amis to clarify the relationships that justify such influences in order to, starting from its knowledge, find mechanisms that may reverse the situation. Specifically, this research revolves around the identification of those institutional factors that serve to boost the tourism in Small Island Developing States (SIDS) economies, where such business activity represents an opportunity to achieve economic growth. Thus, this article aims to answer the following research question: What institutional factors influence the individuals’ decision to start a venture in the tourism sector in SIDS? Results established several research propositions that should be empirically explored to improve the understanding of tourist development and its effective promotion in such economic contexts.
