Resumo: The tourism attractions need to consider the influence of the socioeconomic and environmental change that influence them, as new paradigms are transforming cities making them more humane. This was what occurred in Paulista Avenue in São Paulo, Brazil, in the implementation of an active urban planning project, the Open Streets. In unequal societies, territories are arenas of power disputes and in this struggle between political positions and ideologies comes to light in an imbricated struggle for the definition of the function of that space. Through an exploratory and qualitative research conducted with critical historical method, there was an attempt to understand the process of project Open Streets implemented in this avenue. It was analyzed the participation of each of the actors involved and the dynamics established. The result showed that there was a lot of tension in the groups that were in an antagonistic position, but the project ended up accepted by more than 60% of the neighborhood and city residents, and it is currently incorporated into Avenue and is very difficult to be extinguished and it is making the city more human.
