Resumo: The studies on environmental risk have been traditionally focused on natural hazards and technological solutions, but they have recently broadened their scope with the introduction of social vulnerability into the research agenda. However, the dominant view is still hegemonic. This article proposes a new explanatory element,built around the concept of unquestionability of risk. It refers to the cultural and political inability to challenge the prevailing socio-economic model that is the origin of the causes of risk production. In order to illustrate this idea, the Local Plan against Seismic Risk of the municipality of Torrevieja (Southeastern Spain) is analyzed.
