Resumo: International trends report that the tourist activity to locality and communities levels will experience a sustained growth, starting to develop an offer based in the authentic oftheir traditions. In Cuba, the municipal management touristic experience is highlighted in Old Havana (La Habana) and in Trinidad (Sancti Spiritus). Gibara, preserving the cultural and natural heritage values, supported bya minimum of infrastructure, could becomea tourist space, possible to be negotiated and marketed from the own town, playing an important role in the economic results and in the diversification of the tourist offer of Holguín destination, offering exclusive products that have as a corner stone the local traditions and heritage. Hence, the research results presented describes the Program for Developing Gibara as a Tourist Municipality, aiming at encouraging the development of local tourism products, thanks to its natural, heritage and historical-cultural spaces.
