Resumo: The paper reflects on actions and initiatives developed in 3 tourist places in the department of Lavalleja, ROU of Uruguay, under the Observatory Intelligence and Territorial Development analysis, as a broader strategy for sustainable tourism development and as a useful tool for biodiversity and heritage conservation, and to improved quality of life. We research on the relationship between places, the development of sustainable tourism and Territorial Intelligence; understood as a multidisciplinary field looking for sustainable development of territories, focusing on the territorial communities as subjects of study. Primaries, and secondary sources of information are analyzed under a qualitative methodology and interviews, that provide the measure of the presence of actions and initiatives of different actors in the territory: a) the enrichment of natural and cultural heritage features in selected locations, b) the extent of the sustainability, c) the degree to which readings are expressed in terms of Territorial Intelligence.
