Resumo: An open-air shopping center is a commercial street with associated management between the public, private and civil society sectors, with the aim of achieving a common image, joint promotional actions and above all that space becomes an attractive site for residents and tourists. In Argentina, Centros Comerciales a Cielo Abierto program has been developed in different cities with different objectives, one of which is to create associativity among merchants to carry out joint actions that bring benefits to the commercial center and the city. Based on the above, the objective of this article is to analyze the perceptions of the merchants of the Centro Comercial a Cielo Abierto 12 de Octubre in the city of Mar del Plata with respect with regard to the operation of the program and about citizen participation in the implementation of the program. The study approach is qualitative, based on an interpretative approach. The analysis was obtained from semi-structured interviews.
