Resumo: This article aims to determine how is the governance model implemented in the tourist sector in Nariño and what type of civil society participation implies. This research seeks to understand the management of tourism policies in the department, determining whether they have a public character in the strict sense of the word or if despite the objectives of the new participatory governance, prevails a hierarchical exercise of decisions in the sector. This exercise also allows us to deepen the academic knowledge about the phenomenon of tourism in Colombia and particulary in Nariño, opening the door to deepen the debate on tourism policies (design, implementation, instruments, etc.), expanding scientific perspectives on the sector, and trying to improve the understanding of public decisions on tourism.
