Resumo: Tourism is key to Spain and Portugal and has been an engine of development over the past decades. At the present juncture, in such a globalized and competitive environment, innovation strategies and leadership positions require changes; products from the supply, management, and marketing, especially from the analysis of investment projects/funding, where infrastructure and public-private partnerships are particularly important. Renewal from the offer, with consequent provisions of infrastructure and public services, and public actions to promote sustainable quality tourism, require new approaches to the financing of prívate investment and public sector intervention in an environment of constraints on bank financing and decreased public spending. In this article the relevant challenges of new projects aimed at improving the efficiency of financing will be analyzed, with its corresponding impact on competitiveness, a fundamental issue to offset the negative effects they have on the income statement as factors; falls in demand, price pressure as a result of the smaller budgets that households allocate to leisure, and cost inflation.
